It has been sought to deduce either from the second paragraph of Article 4, or
from the political character of the organ recommending or deciding upon admission,
arguments in favour of an interpretation of paragraph 1 of Article 4, to the effect
that the fulfilment of the conditions provided for in that Article is necessary before
the admission of a State can be recommended or decided upon, but that it does
not preclude the Members of the Organization from advancing considerations of political
expediency, extraneous to the conditions of Article 4.
