The delegation indicated that countries had different mechanisms to monitor human rights andrecalled that human rights treaties did not impose any model for such a human rights body. Itrecalled that only 69 countries had an independent human rights body, only four of which werein South East Asia. It considered that the absence of such a mechanism should not be a basis onwhich to judge the commitment to the promotion of human rights in a country. There werepolicies and programmes on children’s rights in Vietnam, enabling stakeholders to participate. Itlisted all the National Assembly Commissions dealing with children and mentioned the existenceof inspectors within MOLISA on child rights affairs. It also mentioned the existence of a numberof organisations of civil society that were very active in promoting children’s rights, as well asthe role of international organisations.
