I. Background
WWF Greater Mekong (WWF-GM)
WWF Greater Mekong (WWF-GM) has a long established and well-respected presence here and currently has country offices in Cambodia, Laos, Myanmar, Thailand and Vietnam, along with a Regional team spread across the five countries. In the next five years, WWF-GM will continue leveraging these strong local and regional foundations, while significantly strength¬ening its partnerships and advocacy efforts. Internal and external partnerships will be crucial across all conservation areas.
WWF-Vietnam, part of WWF-Greater Mekong, is working to conserve the region's biodiversity and build a secure and sustainable future for its people. From 2011 onward, as part of WWF-Greater Mekong, WWF-Vietnam is implementing the following strategies (1) securing landscape integrity and climate change resilience; (2) ensuring sustainable hydropower development; (3) strengthening law enforcement and protected area management; and (4) securing sufficient sustainable and leveraged financing for conservation. To enable these strategic activities, WWF-Vietnam is working across three priority landscapes namely the Southern Annamites, the Mekong Delta and the Central Annamites.
WWF-GM Project “Strengthening and scaling up responsible sourcing and production of Acacia, Rattan and Bamboo by small-scale producers” – hereafter called – Sustainable Bamboo, Acacia and Rattan Project (SBARP)
The WWF-GM’ Project “Strengthening and scaling up responsible sourcing and production of Bamboo, Acacia and Rattan by small-scale producers” aims at supporting bamboo, acacia and rattan processing sectors in the Greater Mekong Region (Laos, Vietnam and Cambodia) in sustainable development, environmental improvement as well as contributing to poverty reduction and increasing economic benefit. To achieve its target, SBARP has developed five strategic areas for intervention in 3 years (Sep 2014 to Aug 2017). One of those is to increase area of credible certified or/and well-managed forest as one of the key objectives.
Under SBARP in Vietnam of which implementing on 3 provinces Quang Tri, Thua Thien Hue and Quang Nam, besides Rattan/Bamboo component, Acacia commodity development is an important component that the Project focusing on. By technical advisory support for expanding the area of responsible and sustainable forest management to achieve FSC™ certification in target provinces, the key target groups of Project included small-scale producers (smallholder) and forest plantation companies will be promoted to approach WWF/GFTN stepwise scheme for FSC™ certification.
Tien Phong forest company (FC) and Smallholder forest certification groups (SFCG) in Thua Thien Hue province including 14 smallholder groups located in 4 districts Phu Loc, Huong Thuy, Phong Dien and Huong Tra (see attached list) were newly participate in the FSC™ implementation process under the support of WWF/SBARP. For supporting the forest company and SFCG in Thua Thien Hue for improvement to be ready on main (official) audit (expected on September 2016), an internal FSC™ assessment of which conducted by independent consultant before main audit is needed.

III. Scope of work/Major responsibility
1. Internal FSC™ assessment following the FSC™ standard/indicator checklist (GFA checklist for FM-CoC).
2. Reviewing documentations/records system for Tien Phong FC and TTH’SFCG and consolidating the management profile for improvement to be ready for FSC™ main audit, including:
o All policies and procedures issued by the companies following the requirements of FSC™ Standard
o Sustainable Forest Management Plan.
o Monitoring and evaluation system.
3. Field checking (harvesting site, nursery, plantation, buffer zone, native species plantation, chemical/pesticide use, safety condition, etc.)
4. Providing found points with recommendations following the checklist (FSC™ checklist of GFA) for filling the gaps and resolving the potential issues by action.
IV. Outputs/Deliverable of performance and time schedule
1. Checklist with found points and recommendations/proposed solutions for improvement following all indicators of FSC™ standard, including:
a. Updated/improved Sustainable Forest Management Plan
b. Updated/improved policy/regulation/procedure system
c. Upda

I. Bối cảnh
của WWF Greater Mekong (WWF-GM)
của WWF Greater Mekong (WWF-GM) có một văn phòng quốc gia lâu đời và có uy tín hiện diện ở đây và hiện đang có ở Campuchia, Lào, Myanmar, Thái Lan và Việt Nam, cùng với đội ngũ khu vực trải rộng trên năm nước. Trong năm năm tiếp theo, WWF-GM sẽ tiếp tục tận dụng các cơ sở địa phương và khu vực mạnh mẽ, trong khi strength¬ening đáng kể quan hệ đối tác của mình và nỗ lực vận động. Quan hệ đối tác trong và ngoài nước sẽ rất quan trọng trên tất cả các khu vực bảo tồn.
WWF-Việt Nam, một phần của WWF-Greater Mekong, đang làm việc để bảo tồn đa dạng sinh học của khu vực và xây dựng một tương lai an toàn và bền vững cho người dân. Từ năm 2011 trở đi, như là một phần của WWF-Greater Mekong, WWF-Việt Nam đang thực hiện các chiến lược sau đây (1) đảm bảo tính toàn vẹn cảnh quan và khí hậu thay đổi khả năng phục hồi; (2) đảm bảo phát triển thủy điện bền vững; (3) tăng cường thực thi pháp luật và quản lý khu bảo tồn; và (4) đảm bảo đủ nguồn tài chính bền vững và sử dụng đòn bẩy để bảo tồn. Để bật các hoạt động chiến lược, WWF-Việt Nam đang làm việc trên ba khu vực ưu tiên cụ thể là dãy Trường Sơn Nam, đồng bằng sông Cửu Long và vùng Trung Trường Sơn.

Dự án WWF-GM" tăng cường và mở rộng các nguồn có trách nhiệm và sản xuất của tre, keo và mây do nhà sản xuất quy mô nhỏ "nhằm hỗ trợ tre, keo và các ngành chế biến song mây ở Greater Mekong Region (Lào, Việt Nam và Campuchia) trong phát triển bền vững, cải thiện môi trường cũng như góp phần xóa đói giảm nghèo và tăng lợi ích kinh tế. Để đạt được mục tiêu của mình, SBARP đã phát triển năm lĩnh vực chiến lược để can thiệp trong 3 năm (tháng 9 năm 2014 đến tháng 8 năm 2017). Một trong số đó là để tăng diện tích đáng tin cậy xác nhận hoặc / và rừng được quản lý tốt là một trong những mục tiêu quan trọng.
Theo SBARP tại Việt Nam trong đó thực hiện trên 3 tỉnh Quảng Trị, Thừa Thiên Huế và Quảng Nam, bên cạnh thành phần mây / tre, Acacia phát triển hàng hóa là một thành phần quan trọng là các dự án tập trung vào. Hỗ trợ tư vấn kỹ thuật để mở rộng các lĩnh vực quản lý rừng có trách nhiệm và bền vững để đạt được chứng nhận FSC ™ tại các tỉnh mục tiêu, các nhóm mục tiêu chính của dự án bao gồm các nhà sản xuất quy mô nhỏ (quy mô nhỏ) và các công ty trồng rừng sẽ được thăng tiến WWF / GFTN từng bước Đề án cấp chứng chỉ FSC ™.

II. Mục tiêu:
Kiểm toán nội bộ FSC ™ cho Phong FC Tiền và TTH'SFCG (14 nhóm) để cải thiện trước khi kiểm toán FSC chính ™:
III. Phạm vi công việc / trách nhiệm chính
1. Đánh giá nội bộ FSC ™ theo tiêu chuẩn FSC ™ / danh sách kiểm tra chỉ số (GFA danh sách kiểm tra cho FM-CoC).
2. Rà soát hệ thống tài liệu / hồ sơ cho Phòng FC Tiền và TTH'SFCG và củng cố hồ sơ quản lý để cải thiện để sẵn sàng cho FSC kiểm toán chính ™, bao gồm:
o Tất cả các chính sách và thủ tục ban hành bởi các công ty sau các yêu cầu của FSC ™ Chuẩn
o rừng bền vững Quản lý kế hoạch.
