Rubber plantations used to be owned by the State of Cambodia during itssocialist regime in the 1980s and 1990s. The socialist regime managed rubberplantations according to State Plans but not market competition throughout the country.Because of this system, the majority of the rubber plantation staff were inactive and lesscommitted unless instructed by their supervisors. Therefore, like many other nationaleconomic sectors, the rubber plantation sector had contributed little profit to the nationaleconomy. After the political regime changed and free market systems were introducedand opened to the public in Cambodia in 1993, the Royal Government of Cambodia(RGC) released State-operated businesses to non-government owners including selfmanagedrubber plantation enterprises, rubber plantation associations, family-scalerubber plantations, and other divestment strategies.Working toward privatization of the rubber plantation, the RGC has issuedregulations and policies, which are encouraging private sectors and, more recently,family-scale rubber plantations. Rubber plantations are included in the RGC’srectangular strategy, which is clearly stated to enhance and extend a high-potentialagricultural and agro-industrial sector.
