The wholesale market is comprised of mostly large
industrial customers who buy electricity directly from
generators through negotiated power purchase agreements
which circumvent distributors. Customers in the wholesale
market can set prices and time frames for electricity
through bilateral contracts, which are not regulated by the
Peruvian Government. Importantly, generators are able
to inject or withdraw from the Peruvian spot market in
order to uphold the contracts they have signed with their
customers in the wholesale market.
