1.7.1 (3) In order to integrate the National crude oil reservoir into the integrated refinery, CONTRACTOR is requested to identify the mechanical tie-in points and develop detailed engineering for such tie-ins including minimum required isolation valves (at least one tie-in for routing crude oil from new SPM to National crude oil storage reservoir and one tie-in for receiving crude oil from National crude oil storage reservoir to crude oil tanks).

1.9.1 CONTRACTOR shall submit the integration strategy and interface plan including all tie-in plan for mechanical, C&I, electrical, etc. during 3rd Turnaround for review and approval by OWNER. Accordingly, CONTRACTOR shall develop the detailed engineering design including all necessary document, data and/or drawings, material take-off for being able to proceed with procurement/construction and/or installation, and delivery the final detailed engineering package for OWNER carrying out the next stages.

It is requested to as a minimum following activities: (i) identify required interfaces and interface plan consisting of, but not limited to, mechanical, C&I/DCS/F&G, electrical, internal modification, etc.; (ii) execute detail design package of tie-in points and/or all necessary interface connections which shall include all necessary document, data and/or drawings, material take-off for being able to proceed with procurement/construction and/or installation during 3rd Turnaround by OWNER; (iii) study and recommend the optimal and feasible construction methods for those integration; (iv) study and recommend a implementation sequences of the required tie-ins and/or modifications to mitigate overlapping during construction and assure high safety performance, taking into account the requirements in terms of maximization of required activities need to be implemented during 3rd Turnaround window of the existing refinery that is tentatively planned in either 2017 or 2018; (v) investigate the Vendor’s capabilities and recommend a priority list of Vendors to do those activities.
