a difficulty here is that the programmes fiscal intermediaries- mostly nationalized banks- do not bother to ensure that the loans are going to be used appropriately or back on time. it has been reported that loans have been used for unproductive purposes, and that, therefore, the point of granting the loans in the first place- to encourage economic self-development - has be subverted. it has also been reported that loans granted to underwrite productive endeavors have been insufficient to give many endeavors an opportunity to succeed.some reports ( hindu, 1984; yojana, 1985) suggest that the entire funding mechanism for the programmes is a money-making scheme for government officials, intermediaries and so-called 'beneficiaries'. the trouble is that the 'beneficiaries' - those who are supposed to 'benefit' from these programmes- are largely unaware of the intri -cacies of the loan-granting process and are unable to gain access to the officials who have the information. what the beneficiaries lack are knowledgeable representatives - dedicated, selfless social workers who would act tirelessly on behalf of the poor and oppressed to see to it that the programmes' legitimate purposes were carried out
