German FM says truce in Ukraine's east must be observed
The ceasefire between pro-Russian rebels and the Ukrainian army must be observed said German Foreign Minister Frank-Walter Steinmeier on Friday (May 29) after meeting with President Petro Poroshenko in Kiev.
"We must reach appeasement of the military situation and adherence to the truce so that we will be able to come back to the situation when we were able to take important steps - namely to establish working groups on different issues, on security issues, humanitarian issues, on restoration of the economy and prisoners' exchange," Steinmeier said.
His Ukrainian counterpart Pavlo Klimkin, said the OSCE security watchdog had problems with access to the conflict zone.
"I have specially informed Frank-Walter that the OSCE mission and Bureau of Democracy and Human Rights which were to evaluate what must be done for the preparation of free and fair elections in Donbass did not get access," Klimkin said.
Steinmeier visits Kiev amid reports of Russian troops being stationed close to the Ukrainian border. A Reuters journalist saw large numbers of Russian troops and hundreds of pieces of weaponry including mobile rocket launchers, tanks and artillery at a makeshift base near the border with Ukraine.
Earlier this month, NATO military commander General Philip Breedlove said he believed the separatists were taking advantage of a ceasefire that came into force in February to re-arm and prepare for a new offensive.
Violence has fallen off significantly in Ukraine's east since a ceasefire was brokered in the Belarussian capital of Minsk in mid-February but government forces and separatists accuse one another of violations, with almost daily casualties.
More than 6,100 people have been killed in over a year of fighting.
