ContractingINDONESIA: Pertamina Hulu Energi ONWJ (Offshore Northwest Java) is understood to have cancelled an EPCI tender for multi-field development activities in the Java Sea. It is understood PHE ONWJ has notified bidders for the scope the tender had been cancelled, citing no reasons for the cancellation. Low bidder PT Meindo Ulang Indah, with a priced bid of USD 136 million that falls below the engineering estimate of the project, was earlier listed as a preferred bidder and had engaged in pre-award negotiations with the operator. The multi-field development project comprises the "YY", "FSB", "SP" and "KLD" fields which were to be developed via the installation of normally unmanned installation (NUI) plus inter-platform flowlines measuring up to a combined length of around 30 km. These NUIs were expected to weigh below 1,000 tonnes, with the heaviest module probably weighing no more than 500 tonnes. The EPCI contract would entail a work scope covering detailed engineering, procurement, construction and installation for all offshore facilities. It is understood Meindo was to subcontract the transportation and installation (T&I) scope to a third-party, and was also last reported to have shortlisted two T&I contractors for contract negotiation.INDONESIA: Husky CNOOC Madura Ltd (HCML) has indicated to bidders it is close to concluding technical evaluation for an EPCI tender for the joint development of MDA and MBH gas fields in Madura Sea. An announcement can be expected within days, and the qualified bidders will be invited to submit commercial proposals at a later date. Saipem, Guna Nusa/Emas Singapore, PT Meindo/Swiber Cakrawala, Timas Suplindo/Bakrie Construction, and PT Pal/Hafar Marine/Guangzhou Salvage are the five contesting for the contract. The scope covers two wellhead platforms (WHP), the MBH-WHP and MDA-WHP, a 20-inch 27 km long pipeline to transport the gas from MDA-WHP to MBH-WHP, and other rigid and flexible flowlines and jumpers for raw and treated liquids and gas to and from a floating production unit (FPU) and to the existing 28-inch East Java Gas Pipeline (EJGP) for export onshore. The WHPs are to be installed in water depths of between 80 and 100 msw.INDONESIA: Santos has extended the pre-qualification closing date from 15 July until 28 July for an EPCI tender for a wellhead platform (WHP) for the Ande Ande Lumut (AAL) gas and condensate field in Natuna Sea. It is understood a significant number of fabricators and offshore installation contractors (OIC) including Saipem, McDermott, Technip, Guna Nusa, SMOE, Meindo, PT Pal, Bakrie Construction, Swiber Offshore and SapuraKencana were present in a recent pre-qualification meeting. The EPCI scope covers a 24-slot wellhead platform (WHP) with a topside weighing close to 2,800 tonnes. The WHP will have a four-legged jacket weighing approximately 1,800 tonnes, excluding piles. Santos is expected to make the final investment decision (FID) on AAL project in the second half of 2016. The contract will carry a minimum local content requirement of 50%. The AAL field lies in depths averaging 73 msw. Santos is targeting to have the first oil production in 2018.THAILAND: PTTEP's request for cost impact prices in relation to an EPCIC tender referred to as Bundled Phase 2 Long-term Agreement for expansion facilities for Bongkot and Arthit gas projects in the Gulf of Thailand is due for submission on 7 July as scheduled. No date has been given for prices to be opened, but it is thought PTTEP will need to normalise all commercial proposals before prices can be opened and have a low bidder be ascertained. Six participants comprising Thai NSC, COOEC, PTSC M&C, SapuraKencana, Guna Nusa and CUEL are believed to have bid. PTTEP has a base scope for 12 wellhead platforms (WHP) with the associated flowlines. A further 13 WHPs and flowlines will fall under an optional scope. The operator will take delivery of these facilities in nine or 10 stages over a four-year period between 2017 and 2021. Contract award is scheduled for the third quarter of 2015.Field DevelopmentMALAYSIA: Shell is detailing its plan to boost production through enhanced oil recovery (EOR) at the existing South Furious 30 (SF30) field off Sabah, Malaysia. Existing facilities at SF30 include drilling jackets (SFJT-B, SFJT-C and SFJT-E), production platform SFP-A, drilling platform SFDP-A, compression platform SFK-A and vent/flare jacket SFV-A. The SF30 phase one EOR water flood project entails the installation of a new satellite injector wellhead platform (SFJT-D) in water depth of 19 msw and one 10-inch 25 km water injection pipeline from SJQ-A at St. Joseph field to SFJT-D. Shell plans to drill four new horizontal injector wells from SFJT-D. Further, three new infill production wells are planned to be drilled from the existing SFJT-C two years after first water injection date. Brownfield scope including SF30 tie-back at SJQ-A and deck extension will also be carried out in phase one. Offshore installation is scheduled for commencement in the first quarter of 2017, with first water injection slated for the fourth quarter. The drilling of the four injector wells is expected to take place between the third quarter of 2017 and January 2018 over 120 days.FabricationAUSTRALIA/UAE/SOUTH KOREA: Drydocks World has completed the turret mooring system for Shell's Prelude floating liquefied natural gas (FLNG) facility, with the final module delivered recently. The 11,000-tonne turret mooring system has a height of nearly 100 m and a diameter of 26 m. The module will be transported to Samsung Heavy Industries' (SHI) yard in Geoje, South Korea for integration. Drydocks World undertook the fabrication scope under a subcontract from SBM, which was awarded the contract by Technip Samsung Consortium. The FLNG facility under construction at SHI will be moored at Prelude field in WA-44-L, offshore Northwest Australia. The facility has capacity to produce 5.3 mtpa (million tonnes per annum) comprising 3.6 mtpa of LNG, 1.3 mtpa of condensate and 0.4 mtpa of LPG.
Pipelines
THAILAND/MALAYSIA: Derrick pipelay barge SapuraKencana 1200 will take on pipelay works related to CPOC's phase three development in Block B-17 and B-17-01 in the Gulf of Thailand JDA early next week. It is expected to install the 18-inch, 18.2 km pipeline at Tapi-A (TPA) until late July. Thereafter, SapuraKencana 1200 will carry two weeks of structural works before resuming the pipelay scope. It will first install the 18-inch, 6.5 km pipeline at Melati-A (MTA), followed by the 18-inch, 11.2 km pipeline at Amarit-A (AMA) through August. In early September, SapuraKencana 1200 will wrap up the remainder of the pipelay scope, which consists of the 18-inch, 7.1 km pipeline at Muda-F (MDF). Thereafter, the barge is set to remain on location until the completion of other structural works in October.
Vessels
VIETNAM: Derrick pipelay barge LTS 3000 is heading to Hoang Long JOC-operated Te Giac Trang (TGT) H5 satellite development in Block 16-1, off Vietnam at the end of this week. It will install the 1,850-tonne topside for H5 wellhead platform (H5-WHP) under a transportation and installation (T&I) subcontract awarded by PTSC M&C, which also covers pipelay works. The barge is expected to complete the deck installation in mid-July. Last year, derrick pipelay barge SapuraKencana 3500 installed the jacket. The H5-WHP will connect to the existing H1-WHP and H4-WHP platforms at TGT field via infield pipelines.
INDONESIA: FPSO Armada Intrepid (ex-Schiehallion), which was travelling on heavy transport vessel Dockwise Vanguard, arrived in Batam on 4 July. It is understood the FPSO is likely to stay in Batam until work plans for the vessel are firmed up. Sources say the unit was acquired as a conversion candidate for a possible, as yet identified future FPSO project. The 42,000-tonne FPSO had worked in BP's harsh North Sea Schiehallion field for almost 15 years since 1998. The FPSO will likely be deployed in more benign waters than its previous west of Shetland location.
BRUNEI DARUSSALAM/MALAYSIA: SapuraAcergy's derrick pipelay barge Sapura 3000 is in Brunei for installation works pertaining to Total E&P's Maharaja Lela South (MLS) project in Block B. It arrived last week, following its departure from Johor Bahru in late June. Sapura 3000 is contracted to install one unmanned 12-slot wellhead platform (MLJ-3) with a 1,200-tonne jacket and a 1,500-tonne topside in water depth of approximately 63 msw. The same barge will also install an infield multiphase pipeline and undertake associated spool tie-in work. All works are set to complete by the third week of September and Sapura 3000 is due back in Johor Bahru by the end of the month. The vessel is available for charter thereafter.
Accommodation
VIETNAM: Triyards has won an order for two BH450 series liftboats valued at USD 175 million. The new order from a Southeast Asia-based client covers two lattice-legged, 130-metre tall vessels, which can operate in water depths of up to 105 msw. The BH450 series vessels are the tallest available currently and can accommodate up to 250 POB (persons on board). Delivery is slated for the last quarter of 2016 and first quarter of 2017.
MALAYSIA/SINGAPORE: Hind Offshore's accommodation barge Eastwind 365 is currently on its way to anchorage in Singapore. Its next commitment has yet to firm up. Eastwind 365 recently departed Malaysia, following the completion of its work programme with PETRONAS. Commencing in March, the 300-men barge was chartered for accommodation support work off Bintulu.
CHINA/INTERNATIONAL: Further to an IHS report from 2 July, Axis Offshore claims that it is not planning to delay the delivery of its second newbuild semisubmersible accommodation unit Axis Vega. The unit is scheduled to be delivered from the Cosco Qidong yard in China by the end of first quarter 2016. It was recently announced that the company has deferred delivery
