The programme involves reorientating line function budgets and conditional grants so that government expenditure results in more work opportunities, particularly for unskilled labour. By April 2009, some 16,869 projects had been established in the areas of infrastructure, the economy, the environment, and the cultural and social sectors, creating close to 600,000 work opportunities at an average daily wage of US$8.90. Most of the work has been createdin KwaZulu Natal, Limpopo and the Free State, which are all predominantly rural provinces.
