1. Operator must have Vehicle Registration, registration of trailer or semi-trailer;
2. Operator must have Certificate or seals of inspection on technical safety and environmental protection (with respect to automobile with a compulsory inspection requirement) and such Certificate must be valid (including trailer and semi-trailer);
3. Operator must use Certificate or seals of inspection on technical safety and environmental protection or Vehicle Registration which is issued by competent authority and Vehicle Registration is consistent with chassis and engine (including trailer and semi-trailer); and
4. Legitimate invoices/documents are required goods transported on roadway.

2. Vận hành phải có Giấy chứng nhận hoặc đóng dấu của thanh tra về an toàn kỹ thuật và bảo vệ môi trường và Giấy chứng nhận như vậy (đối với xe ô tô có yêu cầu kiểm tra bắt buộc với) phải có giá trị (bao gồm trailer và sơ mi rơ moóc);
