Even though Ethiopia has laid the foundation to im-prove maternal health with its strong commitment inpolicies, like the Health Extension Program (HEP) inreaching communities with basic health care and theimplementation of BPACR packages to antenatal care(ANC) users since 2007 to encourage utilization of insti-tutional delivery (ID) service [10], an overwhelming pro-portion of births continue to take place at homeresulting in potentially preventable complications [8].Meanwhile the concrete effect of birth preparedness andcomplication readiness on place of delivery and assist-ance by skilled birth attendants (SBA) is not well knownand studied in this context.
