Report to : Country Programme Coordinator
Location : Nha Trang, Vietnam with frequent travel to project sites.
The incumbent will work closely with Country Programme Coordinator to initiate, develop and implement fundraising strategy and advise on program planning, monitoring, evaluation, and s/he will provide technical support to programme staff and partners to ensure the programme implementation delivers desirable, quality results. The role is a marked contribution to the implementation of the Convention Objective (CO) – the Action Plan of Vietnam country office as part of the Regional Strategic Plan 2014 to 2018.
Key responsibilities:
- Identify the requirements of donors’ requirements that match with Aide et Action’s mandate such as the themes or focus areas in educational sectors;
- Co-lead proposal development, budgeting, fundraising including processing applications for grants in response to donors’ requirements with Programmes Coordinators in countries of intervention and contribution from regional team;
- Participate in the elaboration, presentation and follow up of the proposals submitted to donors or funding agencies, including clarifications of the issues raised by donors;
- Elaboration and setting up of donors mapping in Vietnam, documentation and internal information on institutional funds to identify new opportunities for submitting proposals;
- Provide initiatives and support to the development of operational plan (CO 2014 to 2016) to strengthen existing projects and develop new innovative project concepts focusing on technical aspects of educational development, especially Early Childhood Care and Development (ECCD) according to Vietnam context and aligning Regional and Country Strategic Plan 2014 to 2018;
- Initiate support of the implementation of regional and country strategic plan to achieve the desired results;
- Provide support to the team, local partners and contribute to the capitalization of AEA procedures in planning, monitoring, training and evaluation of the programmes;
- Provide support to educational thematic especially ECCE/D on the area according to identified needs;
- Ensure that learning, evaluation, capitalization, continuous improvement and technical assistance is an integral part of each domain.
- Strengthen relationships and network with representatives from institutional partners, government counterpart, UN agencies, International and local NGOs.
- Represent AEA to different forums and keep abreast of trends in education for advocacy/collaboration and promote organizational niche/thematic at national and regional levels.
Salary range: US$12,000 – 15,600 (net) per annum
Job Requirement
- A degree in the field of education, social science, or related disciplines preferably at Master’s level;
- At least five years working experience in related fields. Experience with development projects and/or INGOs would be an advantage, preferably in Education and fundraising;
- Ability to work independently and a team player;
- Extensive networking skills especially with government agencies, NGOs, international agencies and donors and able to work with government authorities at different levels;
- Well-developed skills in analysis, facilitation, communication, organization, and interpersonal relationships;
- A pro-active, self-motivated, quality-driven personality;
- Good spoken and written English skills; French is a plus;
- Good knowledge of Microsoft office, internet and e-mail;
- Be able to travel to the internal country, regional and international;
