Non-market valuation methods are effective for evaluating the monetary value of natural resources and ecosystem services [18–
20]; thus, they are broadly used to evaluate the economic benefits of marine resources and ecosystem services [21], and even used to assess the feasibility of sustainable financing for MPA operations [22–24]. In addition, FRCZ is one type of Taiwanese MPA with the problem of having a single financing source from the government, leading to poor performance with manpower, equipment, and resources shortages. According to official statistics of the Fishery Agency, the annual budgets for offshore and coastal fishery resource conservation and management (portions are used to subsidize local governments for managing and operating FRCZs) decreased from 2009 to 2013.
