INVITATION TO TENDER

PROJECT: Hanoi Pilot Light Metro Line – Package CP08 – Trackworks and 3rd rail system

Colas Rail is pleased to invite your company to submit a Tender for the “Design, Supply, Delivery, Installation & Testing and Commissioning for CONCRETE AND REINFORCEMENT OF PLINTH TRACKS required for the “Hanoi Pilot Light Metro Line (HPLML) Project”.

2. PROJECT OVERVIEW

Hanoi Pilot Light Metro Line (HPLML), section Nhon – Hanoi Railway Station is one important project of Hanoi City. According to the Hanoi Transportation Master Plan till 2020, total length of HPLML (Line 3) is 21,5km from Nhon to Hoang Mai. The first phase of this line is from Nhon to Hanoi Railway Station, with 8.5 km elevated section and 4.0 km underground section. This line has 12 stations as (8 elevated stations and 4 underground stations). The Depot is located at Nhon with area of 150550m².
Key dates:
- Preliminary design submission: August 2015
- Final design submission: December 2015
- Start of the Construction at the Depot: May 2016
- First access to the Main Line: March 2016
- Completion of the trackwork installation: November 2017
- Completion of the works / Start of defect liability period: June 2018


3. SCOPE OF WORKS
The Tenderer shall provide all necessary materials, tools, equipment, packing, consumables and other related materials required for the:

o Design
o Manufacturing
o Quality control and testing prior to delivery
o Factory Acceptance Test
o Packing
o Delivery to site
o Installation
o Testing and Commissionning
o Training services to operator
o Documentation and Manuals
o Spare parts & Special tools for Maintenance
o Warranty (24 months)


4. TENDER SUBMITTAL AND CLOSING DATE
Please confirm receipt of this Invitation to Tender with confirmation that you will submit a Tender by the required closing date, I.e.: before 12noon (GMT +1) on the 26th of November 2014

The Commercial and Technical Tender Proposal should be prepared strictly in accordance with the enclosed documents and in line with the following instructions.

The manufacturer’s authorisation form is to be addressed by courier at the following address:

5. APPLICABLE DOCUMENTS

This Invitation to Tender and its requirements:
- Appendix 1: Technical Specifications and Drawings
- Appendix 2: Pricing Schedule

6. TECHNICAL PROPOSAL :

As a minimum, the Technical Proposal shall include:

- Technical description including indicative drawings of the proposed system showing the compliance to the contract drawings
- Compliance Matrix Fully compliance is requested, any deviation from the specifications shall be clearly stated.
- Clear interfaces description
- Method of Manufacturing
- QAQC documentation
- RAMS data
- Life Cycle Cost
- Spare part lists necessary to the 2 years Defect Liability Period
- Key dates including:
• Design submission
• FAT
• Delivery Schedule
- ISO Certificate or equivalent
- Suppliers of track materials shall demonstrate proof of having supplied equipment of similar design at least to three different metro or railway organizations for a contiguous period of 5 years.


7. COMMERCIAL PROPOSAL

As a minimum, the Commercial Proposal shall include:
- Logistic information as follow:
 Preliminary packing list (dimensions, weight, volume) with dangerous products
 Number and type of containers (if applicable)
 The manufacturing place
- The Pricing Schedule (according to the prices breakdown in Appendix 2 and information hereafter)
- The quoted shall be in VND, EUR or USD
- The price validity shall be minimum 6 months from the submission date. The Tenderer’s shall propose his escalation formula after this period.
- The price shall include 2 years warranty during the defect liability period (from June 2018)

The prices shall be quoted without VAT, ex-works or FOB.
Please also provide your quote for CIF Hanoi.

Note: Your Tender proposal shall clearly indicate the Port of Discharge that will be used.

8. TENDER PROPOSAL VALIDITY

The price shall remain valid 6 months after the submission date.
