Mr. Thao wanted to confirm if the CPO had already consolidated its idea on the implementation structure of the Project. In response, Mr. Phuong admitted that that was the issue he had wanted to consult with Mr. Tomita in the third part of this meeting. The CPO would assume the role of the project owner, as stated in the Minutes of Discussion dated February 6, 2015, and for a smooth implementation of the project, there were three (3) candidates for Project Management Units (hereinafter referred to as “PMU”); the first one would be the PMU 9; the second would be the PMU 10 and the last, the DARD, Ben Tre Province. The World Bank is supporting in the protection of the coastal area of Mekong Delta from saline intrusion, while the JICA is providing support for the protection of inland area. The Asian Development Bank is also working for the flood management in Mekong Delta. To ensure the coordination of different projects and available funding, the MARD had deployed its human resource to the region, since the Government of Viet Nam had assigned the MARD to manage and coordinate these projects in Mekong Delta. For this Project, the MARD would like to utilize its human resource at the local level. They would assume delegated responsibilities for good use and management of the facilities to be established, meanwhile, the CPO, assigned as Project Owner by the MARD, would ensure that the Project would be implemented toward the right direction with proper institutional assistance. More specifically, the PMU 9 and 10 would manage the construction works, while the DARD would manage other issues, such as livelihood improvement of the population. Based on the lessons learned from the management of other projects supported by multinational donors, the CPO believed this would be the most appropriate institutional arrangements to implement the Project, unless the loan would go directly to the Ben Tre Province People’s Committee. The CPO would be willing to start coordinating with other government institutions for a better implementation, if the JICA agrees the proposed arrangements. Mr. Phuong, also clarified that the ICD is in the apex position for the coordination during the Survey period, and the CPO and the PMUs are also there for the coordination at their levels, respectively. Therefore, it is important that all the ICD, CPO and PMUs should be contacted for necessary coordination.Mr. Tomita made a suggestion for further discussion and analysis between the CPO and the JICA Viet Nam Office in order to identify possible pros and cons of the proposed arrangements. Both the offices agreed to convene another meeting exclusively to discuss and analyze the proposed arrangements on Tuesday, August 25, 2015 in the afternoon.The Meeting was closed at 16:20 hours.
