19.2 Cooperation with authorities of Vietnam Railways (VNR)
- Prior to construction, based on the construction schedule and decision no 948/QĐ-ĐS on July 24, 2006 by Vietnam Railways on regulations of construction management and blocking for construction. The Contractor schedules blocking plan for construction with the main purpose of minimizing window time. Safety for train operation shall be ensured completely during the construction and minimize the adjustment of train operation chart of VNR.
- Construction management plan and construction process shall be executed under principles as follow: Repair of bridge, track road, road, underpass, tunnel, etc shall be executed ensuring safety for train operation and shall not interrupt the operation and slow speed command. Operation interruption and slow speed in short time shall be made only for large volume of work and under complicated construction and approved by Head of transport management office or authorized person. Prior to construction, track procession shall be made. Blocking plan shall be scheduled and submitted to the Head of transport management office or authorized person for approval and legal document settlement. Blocking time shall be arranged in time of no train running as in train operation chart.
- The Contractor with its capability and experience shall mobilize all the equipments, means of transport, and labor for the construction to minimize window time/ blocking time. If the volume of work under window time is not large or can be executed in many simultaneous stages, window time shall be within 3 – 4 hours only (without breaking train operation chart). Only special work such as joining new and existing road parts, large volume of work and of complicated work, window time can be 6 hour (as regulated by VNR)
- Permission for blocking time shall be submitted to duty persons at ends of blocking section, manager of local train operation management units, train dispatchers, manager of construction factory and direct construction manager at least 24 hour before construction.
- Prior to construction, based on blocking permission, train dispatcher informs window time and necessary operation method to duty person at two ends of blocking section and construction manager. If one end of blocking section is under other dispatcher’s charge, prior to window time, the dispatcher in charge of blocking section shall discuss and attain permission from that dispatcher. If any contents are executed different from permission, dispatcher shall report reasons to the person signing in the permission.
- Permission shall be communicated by the dispatcher to the construction manager. If direct call can not be made, dispatcher assigns to the station at blocking section. If there is no telephone at site, the manager assigns person to contact with nearest station for receiving blocking command.
- During blocking time, duty staff at section ends shall take board “track blocking section” on block apparatus and place section protection signals. No construction repair shall be made without construction manager to receive permission.
- After the construction, at any units in charge of construction of track work and other devices in blocking time, manager of track substructure management unit or authorized person (with position not lower than head of supplying unit) shall report for duty person at section ends and train dispatcher by written documents or telegraph message on the confirmation of construction finish, railroad state, clearance gauge to be restored for train operation. For other construction units in railways sector being approved for section blocking, chief officer or authorized person (equivalent to head of supplying unit) shall execute complete procedures to the stations as other railway substructure management units after the construction.
- Dispatcher shall make clearance order only after receiving all reports and confirming the section to be cleared.
- During the construction, the Contractor shall regularly contact to the dispatcher of VNR for running schedule, and execute all procedures as regulated by VNR prior to each blocking time. Electric work for section blocking request and other relevant documents shall be sent to functional elements of VNR at least 07 days prior to track procession.
