③ In the event that weeds subject to quarantine (Annex 9) are discovered upon the plant
quarantine process, conditioning treatment shall take place according to related laws and regulations at the contractor's responsibilities and costs. In the event that conditioning is not
possible, the whole freight shall be discarded or returned at the contractor's responsibilities and
expenses.
