Personnel transferring over water by use of a swing rope must use extreme caution. The following information should be applied prior to attempting to make a transfer when using a swing rope. Avoid Risk! Personal must determined if they can safely make a transfer by use of a swing rope. If a person is not comfortable to safely make the swing - do not attempt to transfer using the swing rope. Avoid transfers during inclement weather conditions. Establish communications with the motor vessel Captain to ensure the vessel can be safely position to make a safe transfer. The vessel deck hand will usually grab the swing rope and hand it to personnel. Wear an approved USCG life jacket / work vest tightly fitted and properly fastened around the body. Be sure you use the appropriate swing rope to safely make the transfer swing. To transfer from a vessel to the platform – use the inboard swing rope. To transfer from the platform to vessel use the outboard swing rope. (Note: Use the rope farthest away from you to attempt a transfer). Always tug down on the swing rope to test the rope strength and integrity to support your body weight. Place and secure both hands onto the swing rope. Never swing with an object in hands, or back packs, tool belts, etc. Grab the knotted rope at the highest point possible - enough to clear the catwalk on the structure when the boat is on top of a swell. Maintain a firm grip. SAFETY ALERT BULLETIN TOPIC: Personnel Transfer DATE: July 21, 2014 By Swing Rope Never allow other personnel to influence your decision to swing or rush you in any way. If you feel that you cannot transfer safely do not attempt to do so!!! Never positioned the rope between your legs. Always positioned the rope on the outside of your body at all times. Lift your feet and the rope will pull you in towards the platform. Never run to attempt a transfer when using the swing rope. When the vessel dips down from the highest point in the wave, swing to the platform by pushing off the vessel with your feet. After you have safely landed on the platform – be sure personnel are ready to receive the rope – then release the rope for the next person. Be alert and assist personnel as needed to ensure all personnel complete a safe transfer. Small, light weight items can be handed over safely. Heavy or bulky items must be transferred by use of the crane. To transfer from the structure to the boat, the procedure is reversed. When swinging from the platform to the vessel - swing as the boat is beginning to rise from the bottom of the wave. Coordinate your swing time so that feet land on the vessel deck as it arise. If you miss the boat or platform when swinging - continue to hold onto the rope. The rope will spontaneously swing back to the boat landing or vessel. If you fall into the water, swim away from the vessel to keep from getting into a pinch point situation involving the vessel and boat landing. Never let anyone influence your decision to swing. It is your decision to swing. Again, If any person is not comfortable to attempt a transfer with use of a swing rope for any reason, DO NOT ATTEMPT TO TRANSFER. Report any deficiencies recognized on swing ropes to the person in charge for immediate corrective action. Use Stop Work Authority when in doubt. Remember Avoid Risk!
