In compliance with the IMO Resolution A. 741(18) adopted the “International Management Code for the Safe Operation of Ships and for Pollution Prevention" in November 1993 as code. The ISM Code was given a mandatory effect by the Chapter IX of the SOLAS Convention, now forming a dedicated CODE.

D INTRODUCTION
Union Marine Management Services Pte Ltd, established in Singapore in 2012 by the Tsuneishi Group, a multinational shipbuilding entity having a ship owning and operating arm within the Group as one of main business activities, is a ship management company with the responsibility of managing their domestic fleet of ships to the highest standards of the industry.

1.00 GENERAL AND COMPLIANCE REQUIREMENTS
1.01 DEFINITIONS AS PER CODE:
1.01.01 “International Safety Management (ISM) Code” means the International Management Code for the Safe Operation of Ships and for Pollution Prevention as adopted by the Assembly, as may be amended by the Organization
1.01.02 “Company” means the Owner of the ship or any other organization or person such as the Manager, or the Bareboat Charterer, who has assumed the responsibility for operation of the ship from the Ship-owner and who on assuming such responsibility has agreed to take over all the duties and responsibility imposed by the Code.
1.01.03 “Administration” means the Government of the State whose flag the ship is entitled to fly.
1.01.04 Safety Management System means a structured and documented system enabling Company personnel to implement effectively the Company safety and environmental protection policy
1.01.05 Document of Compliance means a document issued to a Company which complies with the requirements of this Code.
1.01.06 Safety Management Certificate means a document issued to a ship which signifies that the Company and its shipboard management operate in accordance with the approved safety management system.
1.01.07 Objective evidence means quantitative or qualitative information, records or statements of fact pertaining to safety or to the existence and implementation of a safety management system element, which is based on observation, measurement or test and which can be verified.
1.01.08 Observation means a statement of fact made during a safety management audit and substantiated by objective evidence.
1.01.09 Non-conformity means an observed situation where objective evidence indicates the non-fulfillment of a specified requirement.
1.01.10 Major non-conformity means an identifiable deviation that poses a serious threat to the safety of personnel or the ship or a serious risk to the environment that requires immediate corrective action OR the lack of effective and systematic implementation of a requirement of this Code. (Revised definition)
1.01.11 Anniversary date means the day and month of each year that corresponds to the date of expiry of the relevant document or certificate.
1.01.12 Convention means the International Convention for the Safety of Life at Sea, 1974 as amended.

1.01.13 DESIGNATED PERSON(S) (Refer ISM CODE Clause 4)
To ensure the safe operation of each ship and to provide a link between the Company and those on board, every Company, as appropriate, should designate a person or persons ashore having direct access to the highest level of management. The responsibility and authority of the designated person or persons should include monitoring the safety and pollution-prevention aspects of the operation of each ship and ensuring that adequate resources and shore-based support are applied, as required
1.02 PURPOSE
Regulations and recommendations governing operation of ships are becoming increasingly more complex and comprehensive, due to national and international efforts to prevent maritime casualties, while at the same time requirements of efficiency are very high.
Rules and regulations do not, however, in themselves guarantee Safety, and the actual operational safety depends on:
- The degree of our compliance with the rules and regulations,
- Proactive management,
- The exercise of prudent seamanship.
Therefore, the Company has developed and implemented a Safety Management System (SMS), ensuring that the Company’s Shipping Operations are planned, executed and documented through all phases to achieve high standards of safety and environment protection.
The Company’s SMS is documented in a FOUR (4) tier Manuals’ system:

This manual, the Safety Management System Company Policy Manual, serves as the Apex Manual for the SMS implemented by the Company. It identifies and illustrates the systematic approach to safety and pollution prevention that the Company follows and provides references to supporting documentation.
1.03 SCOPE
The Company is located in Singapore and handles the Technical management for BULK CARRIERS.

1.00 GENERAL AND COMPLIANCE REQUIREMENTS
1.01 DEFINITIONS AS PER CODE:
1.01.01 “International Safety Management (ISM) Code” means the International Management Code for the Safe Operation of Ships and for Pollution Prevention as adopted by the Assembly, as may be amended by the Organization
1.01.02 “Company” means the Owner of the ship or any other organization or person such as the Manager, or the Bareboat Charterer, who has assumed the responsibility for operation of the ship from the Ship-owner and who on assuming such responsibility has agreed to take over all the duties and responsibility imposed by the Code.
1.01.03 “Administration” means the Government of the State whose flag the ship is entitled to fly.
1.01.04 Safety Management System means a structured and documented system enabling Company personnel to implement effectively the Company safety and environmental protection policy
1.01.05 Document of Compliance means a document issued to a Company which complies with the requirements of this Code.
1.01.06 Safety Management Certificate means a document issued to a ship which signifies that the Company and its shipboard management operate in accordance with the approved safety management system.
1.01.07 Objective evidence means quantitative or qualitative information, records or statements of fact pertaining to safety or to the existence and implementation of a safety management system element, which is based on observation, measurement or test and which can be verified.
1.01.08 Observation means a statement of fact made during a safety management audit and substantiated by objective evidence.
1.01.09 Non-conformity means an observed situation where objective evidence indicates the non-fulfillment of a specified requirement.
1.01.10 Major non-conformity means an identifiable deviation that poses a serious threat to the safety of personnel or the ship or a serious risk to the environment that requires immediate corrective action OR the lack of effective and systematic implementation of a requirement of this Code. 1.01.11 Anniversary date means the day and month of each year that corresponds to the date of expiry of the relevant document or certificate.
1.01.12 Convention means the International Convention for the Safety of Life at Sea, 1974 as amended.

To ensure the safe operation of each ship and to provide a link between the Company and those on board, every Company, as appropriate, should designate a person or persons ashore having direct access to the highest level of management. The responsibility and authority of the designated person or persons should include monitoring the safety and pollution-prevention aspects of the operation of each ship and ensuring that adequate resources and shore-based support are applied, as required
1.02 PURPOSE
Regulations and recommendations governing operation of ships are becoming increasingly more complex and comprehensive, due to national and international efforts to prevent maritime casualties, while at the same time requirements of efficiency are very high.
Rules and regulations do not, however, in themselves guarantee Safety, and the actual operational safety depends on:
- The degree of our compliance with the rules and regulations,
- Proactive management,
- The exercise of prudent seamanship.
Therefore, the Company has developed and implemented a Safety Management System (SMS), ensuring that the Company’s Shipping Operations are planned, executed and documented through all phases to achieve high standards of safety and environment protection.
