Due to the relevance of seamless mobility in futurenetworks, a significant amount of related work hasbeen published by the academic community until thismoment. In [9] and [10], vertical handover schemesbased on IEEE 802.21 are presented. Nevertheless,both proposals lack interaction between the MIHframework and the link layer access technologies QoSspecificities. Furthermore, performance measurementsare not given. In [11], a vertical handover schemebetween UMTS and WiMAX, employing the 802.21framework, is proposed. To guarantee servicecontinuity, the authors define a new message for theIEEE 802.21 framework, which supports passivereservations during the HO preparation phase.However, resource activation is performed only afterthe physical handover is executed, delaying the packetdelivery to the target access technology. Finally, in[12], a seamless mobility mechanism forheterogeneous environments is proposed. Instead oftriggering events only from the MAC/PHY layers, theauthors enhance the MIH platform with the capabilityto trigger events from the application layer as well,delivering this information to the mobility decisionengine.
