The alternative for the developers was to have the utility build the line. Such anapproach would likely have resulted in line costs in the order of double of the actualcosts and a time of construction several years longer. Such a procedure would haveresulted in the 185MW of projects not being built and the contracts lost. Thosecontracts were at an unusually high price, which allowed for the construction of theprivate transmission line, the absorption of transmission losses and the taking ofsubstantial risk to make this happen.
