I am trying to have the Surface join my homegroup which are Windows 7 machines so that it can share a printer.

However, I got the following error message in Control panel -> Network and Internet -> HomeGroup



"To join a homegroup, your computer's network location must be set to Private."


Which setting is this?  


The trouble shooting tool does not help at all.

Which is the antivirus program installed on the computer? (Both Windows 7 and Windows 8?

Method 1:

Disable antivirus program and firewall temporarily and check with the issue. Also disable the same in Windows 7 computer which hosts Homegroup.

Warning:

Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.

Method 2: Run the troubleshooter provided in the article:
