• Shall be competent person with sufficient experience, knowledge and authority to prioritize
the work activities valuing workers’ safety.
• Permit Issuer shall be fully familiar with the works ongoing within his or her own area of
responsibility and also the nature of those works.
• Prior to issue a permit, the Permit Issuer shall conduct an onsite inspection jointly together
with the Permit Receiver to ensure that Site conditions are safe to conduct the work, that
there are no interferences either to or from other work groups and ensure that all
requirements stated in the permit are implemented. This signed approval must be given at
site by the Permit Issuer.
• The JGCS and/ or Supervisor has responsibility for the work to which the Permit to Work
relates. He is responsible for ensuring that the correct precautions and isolations as detailed
in the Permit to Work are correctly implemented in the field.
• JGCS discipline Supervisor shall be responsible for issuing the PTW according to their
discipline (i.e. Civil Supervisors for excavation PTW ; Structural Supervisor for lifting,
scaffolding, etc. and Electrical Supervisor for all electrical works such isolations and De-isolation of Electrical Equipment) .

4.4 Permit Approver
• The final approval of the PTW shall be the responsibility of the Permit Approver. This shall
be the Area / Zone manager or his/her delegate.
• The Permit Approver has overall responsibility for the PTW being approved and
communicated through meetings etc. to ensure all persons in the work area know of the
critical activities that are to be undertaken.
• The Permit Approver should come from JGCS ( i.e. Section managers, Site managers, Zone
managers or their delegates) and has a responsibility to review the permits and associated
checklist before authorizing the permit approval.
• Permit approver need to verify and check with the permit issuer for any clarification and
