I spoke with someone at ANZ who seemed to know what they were talking about and they said that it wasn't possible. I also just spoke with someone today from Canadia who didn't know what PayPal was. They also mentioned that Internet banking wasn't possible with Canadia. Haha, not only does PayPal not recognize any Cambodian banks, but about two years ago while traveling in Cambodia, I made the mistake of logging in to my PayPal account from a Phnom Penh (hotel) computer. BIG mistake. They instantly froze my account, fearing hacking from some third world backwater, or whatever, and the only way I could get access to the funds again (and what really sucked about this is that I NEEDED some of those funds for my trip!!) was to respond to a code that PayPal sent to my cellphone in the US. In one sense I appreciate the level of security, but I think they took it a bit too far.
Now, I only log in to my PayPal account when In Cambo through a VPN so they think I'm still in the US...live and learn!

Well I'm not surprised by that. If you are planning to use your credit or debit cards outside of the US you need to inform your bank in advance or they will do the same thing as soon as they see them being used in a foreign country. I assume you could probably notify paypal in advance in the same way.

Epassporte went under as u all can see last year. The one i now use to receive payments from my affiliate accounts is,

You can get a debit card from them but what i do is have my deposits direct deposited to my US checking account for $5/deposit.

I use paypal from Cambodia and haven 't had a problem. I sent money to a friend in the US yesterday. They don't seem to care where I am, as long as they have my money.
