Chemical bonds are the strongest forces acting between atoms in a molecule. The force attracting hydrogen atoms to oxygen atoms in a water molecule, for example, is very strong. The forces acting between whole molecules are much weaker. The force attracting one water molecule to another water molecule in a cup of water, for example, is not as strong as the chemical bond between the atoms within each water molecule. On the other hand, these weak whole-molecule forces determine how groups of molecules relate to one another and, in turn, determine the state of matter of that substance.
