sometimes called the grade description plan, consists of a series of definitions de- signed to differentiate jobs into wage groups. Once the grade levels have been defined, analysts study each job and assign it to the appropriate level, on the basis of the complexity of its duties and responsibilities and its relation to the description of the several levels. The U.S. Civil Service Commission uses this plan extensively.
