According to The Economist Intelligence Unit, Vietnam's public debt in 2001 was 11.5 billion dollars; equivalent to 36% of GDP, the average public debt burden per person is approximately $ 144. But until the end of 2010, public debt has increased to 55.2 billion dollars; equivalent to 54.3% of the GDP and the present, Vietnam is grouped countries with public debt levels on average. So, in the past 10 years, from 2001 to the present, the scale of public debt has increased nearly five times the rate of growth of debt by 15% each year (chart 1). If this pace continues, only within 5 years, to 2016, Vietnam's public debt will exceed 100% of GDP as the two new EU Member States in the recent debt crisis as Greece (133.6%), Irish (129.2). Public debt reached over 100% of GDP is a figure not small for a growing economy and small scale, heavily dependent on exports of raw agricultural products and light industry such as Vietnam.

Tuy nhiên, cho đến cuối năm 2010, nợ công đã tăng lên 55,2 tỷ USD; tương đương với 54,3% GDP và hiện tại, Việt Nam được nhóm nước có mức nợ công trung bình. Vì vậy, trong 10 năm qua, từ năm 2001 đến nay, quy mô của nợ công đã tăng gần năm lần so với tốc độ tăng trưởng nợ 15% mỗi năm (biểu đồ 1). Nếu tốc độ này vẫn tiếp tục, chỉ trong vòng 5 năm, đến năm 2016, nợ công của Việt Nam sẽ vượt quá 100% của GDP như các nước thành viên mới của EU hai trong cuộc khủng hoảng nợ như Hy Lạp gần đây (133,6%), Ireland (129,2). Nợ công đạt trên 100% GDP là một con số không nhỏ đối với một nền kinh tế đang phát triển và quy mô nhỏ, phụ thuộc nhiều vào xuất khẩu các sản phẩm nông nghiệp thô và công nghiệp nhẹ như Việt Nam.
