Developing countries, leakage, and competitivenessWe need developing countries inside whatever regime is the successor to Kyoto, for severalreasons.The developing countries will be the source of the big increases in emissions incoming years according to the Business-as-Usual path (BAU). China, India, and otherdeveloping countries will represent up to two-thirds of global carbon dioxide emissions overthe course of this century, vastly exceeding the OECD’s expected contribution of roughlyone-quarter of global emissions. Without the participation of major developing countries,emissions abatement by industrialized countries will not do much to mitigate global climatechange.
