bandwidth should be similar between each level of subtrees. This will help two nodes at the same level of
different sub-trees to find and establish a pull connection between each other. Furthermore, nodes with high
bandwidth will be located at high levels of a sub-tree. It
helps to build a wide sub-tree and therefore reduces the
transmission delay of the whole network. Nodes with
high bandwidth can also receive data chunks at small
delay
