4.2.2. Group of administrative procedure factors
Administrative procedure is an important factor affecting the development of
businesses in handicraft villages. This f actor affecting the handicraft villages’ enterprises is
assessed by three aspects: Evaluated by business location (businesses inside handicraft
villages, businesses outside handicraft villages), evaluated according to lines of business
(manufacturing, business paper, handicrafts and trade in services, construction materials,
others), evaluated according to firm size (medium-sized enterprises, small businesses,

microenterprises). Specifically, the evaluation of the businesses for administrative
procedure factor is shown in the table below:

The analysis results in the table above shows that there are differences in the
perception on the impact of administrative factors to handicraft villages. Average value
shows that enterprises inside and outside handicraft villages are both evaluating
administrative procedure factors have a positive impact on their development. However,
some limitations of this element have not yet to convince, include:
- Perform administrative procedures in accordance with published.
- Good implementation of the scheme on simplifying investment procedures and
enhance access to land for businesses.
- Coordinate regulation of corporate governance after the business registration .
- Organize meetings, dialogue with provincial leaders to exchange business
information, solve problems and difficulties in production and business activities of the
enterprises.
In the evaluation of enterprises inside and outside handicraft villages, handicraft
villages’s have underestimated lower the impact of administrative procedure factor. The
most underestimated factors including:
- Good implementation of the scheme on simplifying investment procedures and
enhance access to land for businesses.
- Coordinate regulation of corporate governance after business registration.
- Inspection plans, business checks consistency with the sectors in order to avoid
overlap, making it difficult for businesses.
- Equip the facilit ies for parties directly to business management and business
checks.
- There are functional units to perform tasks of assisting the development of small
and medium-sized businesses in the local in order to construct programs, development
plans of small and medium enterprises in the province.
- Organize meetings, dialogue with provincial leaders to exchange business
information, solve problems and difficulties in production and business activities of the
enterprises.

Các kết quả phân tích ở bảng trên cho thấy có sự khác biệt trong
nhận thức về tác động của các yếu tố hành chính cho các làng nghề thủ công. Giá trị trung bình
cho thấy rằng các doanh nghiệp trong và làng nghề bên ngoài đều đánh giá các
yếu tố thủ tục hành chính có tác động tích cực đến sự phát triển của họ. Tuy nhiên,
một số hạn chế của nguyên tố này chưa thuyết phục, bao gồm:
- Thực hiện các thủ tục hành chính theo quy định được công bố.
- Thực hiện tốt các đề án đơn giản hóa thủ tục đầu tư và
tăng cường tiếp cận đất đai cho các doanh nghiệp.
- Phối hợp quy định của quản trị doanh nghiệp sau khi đăng ký kinh doanh.
- Tổ chức các cuộc họp, đối thoại với lãnh đạo tỉnh để trao đổi kinh doanh
thông tin, giải quyết vấn đề và khó khăn trong hoạt động sản xuất kinh doanh của
doanh nghiệp.
Trong đánh giá của các doanh nghiệp trong và làng nghề thủ công bên ngoài, thủ công mỹ nghệ
của các làng đã đánh giá thấp dưới tác động của thủ tục hành chính yếu tố. Các
yếu tố đánh giá thấp nhất bao gồm:
- Thực hiện tốt các đề án đơn giản hóa thủ tục đầu tư và
. tăng cường tiếp cận đất đai cho các doanh nghiệp
. - Phối hợp quy định của quản trị doanh nghiệp sau đăng ký kinh doanh
- Kế hoạch thanh tra, kiểm tra kinh doanh phù hợp với các ngành để tránh
chồng chéo, làm cho nó khó khăn cho các doanh nghiệp.
- Trang bị các tệ facilit cho các bên trực tiếp quản lý kinh doanh và kinh doanh
kiểm tra.
- Có đơn vị chức năng để thực hiện nhiệm vụ hỗ trợ phát triển nhỏ
các doanh nghiệp vừa và ở các địa phương để xây dựng các chương trình, phát triển
kế hoạch của các doanh nghiệp vừa và nhỏ trên địa bàn tỉnh.
- Tổ chức các cuộc họp, đối thoại với lãnh đạo tỉnh để trao đổi kinh doanh
thông tin, giải quyết vấn đề và khó khăn trong hoạt động sản xuất kinh doanh của
doanh nghiệp.
Bảng 4.9 dưới đây là các kết quả của thử nghiệm giả thuyết thống kê cho sự khác biệt trong các
đánh giá tác động của thủ tục hành chính cho các doanh nghiệp thuộc các ngành công nghiệp khác nhau
hoạt động
