17. RecommendationsThe fundamental cause of poverty among ruralpopulations is a lack of money, not a lack of food. InMwea, small farmers have been able to earn significantlymore income from horticulture than from staple crops. Inthe past 20 years, we have become efficient inhorticultural production – without intervention orassistance from either the government or foreign donors.Kenyan horticulture is entirely in the hands of the privatesector, from smallholders to large commercial farms.However, both groups could benefit from more helpfulpolicies to support primary agriculture. The followingrecommendations are among the priorities agreed by Tisa,my local farmers’ group in Karii Koini.The government can play an important role in helpingsmall farmers diversify away from staple crops.
