1.IntroductionThe rapid growth of large delay-bandwidth products in high-speed networks has caused a significant large Internet traffic. For better performance, gateways are likely to be designed with correspondingly large maximum queues to accommodate transient congestion. But service providers and users do not expect that large queues were full and congestion occurs most of the time, which would significantly increase the average delay in the network and decrease the throughput of most of the connections. In the current Internet, TCP is one of the few transport protocols that have congestion control mechanisms. The key mechanisms is Slow Start [1,2]. It operates by observing the rate at which new packets should be injected into the network. But current TCP transport protocol detects congestion only after a packet has been dropped at the gateway, which means the source will not know the situation in the gateway until congestion occurs.
