Resolution of the Management Board on the Letter of Complaint by the National Chess Federation of the Philippines to the Singapore Chess Federation

Sanction on Mr Tony Tan Teck Leng

With reference to the letter dated 11th October 2015, the Management Board of the ASEAN Chess Confederation (“ACC”) had imposed the following sanctions on Mr Tony Tan Teck Leng (“Tony Tan”) effective from 11th October 2015:

A three (3)-year ban on Mr Tony Tan, from 11th October 2015 to 10th October 2018, in any capacity from all ACC sanctioned events.

Mr. Tony Tan shall not be allowed to participate in any capacity in any event which is officially sanctioned by a member federation of the ACC for a period of three (3) years, from 11th October 2015 to 10th October 2018.

Sanction on the Executive Council of the Singapore Chess Federation

In the same letter of 11th October 2015, the Management Board of ACC, in solidarity with the National Chess Federation of the Philippines (“NCFP”), had given the Executive Council (“EXCO”) of the Singapore Chess Federation (“SCF”) a grace period of 2 weeks from 11th October 2015, to respond to ACC with the following two (2) conditions to mitigate the period of sanctions on the SCF EXCO from three (3) years to one (1) year:

An apology from SCF EXCO for the poor handling of this matter;

A satisfactory disciplinary action taken on Mr Tony Tan by SCF EXCO

However, as of the deadline on 25th October 2015, SCF did not respond with the above conditions to mitigate the sanction period. As such, with immediate effect, the Management Board of the ACC shall impose the following sanctions on the existing members of the current SCF EXCO as of 28th October 2015, The existing members of the current SCF EXCO as listed on the SCF Website as of 28th October 2015 are:

Mr Leonard Lau Aik Soon, President

Mr John Wong Fan Kong, Vice President

Mr Christopher Lim Boon Seng, Vice President

Mr Nisban Jasmin, Treasurer

Mr Melvyn Yeo Hak Boon, Council Member

Mr Tony Tan Teck Leng, Council Member (as sanctioned in I. above)

A three (3)-year ban, from 11th October 2015 t0 10th October 2018, on the above-named members and subsequent new members of the EXCO of SCF in any capacity from all ACC sanctioned events.

The above-named members and new members of the EXCO of SCF shall not be allowed to participate in any capacity in any event which is officially sanctioned by a member federation of the ACC for a period of two (2) years, from 11th October 2015 to 10th October 2017.

The SCF shall not be allowed to organize an ACC sanctioned event for a period of three (3) years, from 11th October 2015 to 10th October 2018.

The sanctions stated in Points II.1 & II.2 above shall be reduced to one year from the date that the ACC accepts an apology from and is satisfied with the disciplinary action taken against Mr Tony Tan by the SCF.
