The issue of labour export has now become broad and complex. How effectively 
can  the government can  influence migration processes  through  the use of  legal 
regulations and policy measures? The answer  is obviously not simple. There  is 
an urgent  need  to  first  ensure  that  labour  export  corresponds with  social  and 
economic  goals  to  safeguard  the  rights  of workers,  to  prevent  exploitation  by 
agents  and brokers,  and  to make migration  safe  and beneficial  for  the people. 
Labour  export  should  also  be  linked  to  the  long‐term  socioeconomic  national 
development strategy of Viet Nam. Labor export is a positive but not a significant 
force  in  the  countryʹ  s  sustainable  development.   The Vietnamese  governmentʹs 
task  is  and  will  always  remain  that  of maximizing  growth  with  equity  as  the 
means for creating decent jobs and raising the standard of living of all peoples.

Các vấn đề về xuất khẩu lao động đã trở thành rộng lớn và phức tạp. Làm thế nào có hiệu quả 
có thể chính phủ có thể ảnh hưởng đến quá trình di cư thông qua việc sử dụng các quy phạm pháp luật 
quy định và các biện pháp chính sách? Câu trả lời rõ ràng là không đơn giản. Có 
một nhu cầu cấp thiết phải đầu tiên đảm bảo rằng xuất khẩu lao động tương ứng với xã hội và 
mục tiêu kinh tế để bảo đảm quyền lợi của người lao động, để ngăn chặn khai thác của 
đại lý và môi giới, và để làm cho di cư an toàn và mang lại lợi ích cho người dân. 
Xuất khẩu lao động cũng cần được liên kết các quốc gia kinh tế xã hội dài hạn 
chiến lược phát triển của Việt Nam. Xuất khẩu lao động là một tích cực nhưng không phải là một trọng 
lực trong phát triển bền vững các s country'. Các government's Việt 
nhiệm vụ đang và sẽ luôn luôn vẫn là tối đa hóa tăng trưởng với công bằng như các 
phương tiện để tạo việc làm phù hợp và nâng cao mức sống của mọi dân tộc.
