BACKGROUND:
ADB policy requires that ADB seeks cooperation with civil society organizations (CSOs) in order to strengthen the effectiveness, sustainability and quality of the development services that ADB provides. Moreover, ADB Public Communication Policy requires the development of measures to increase access to information about ADB-assisted projects, and to improve the flow of information to concerned stakeholders, including women, the poor, and other vulnerable groups.
ADB defines civil society as groups that are independent from government and are not profit-oriented. Examples include advocacy and service-delivery NGOs, humanitarian and relief organizations, people’s organizations, farmers’ association, women’s union, water user associations, chambers of commerce, coalitions and networks of NGOs, corporate and philanthropic foundations, professional associations, community-based organizations, multi-stakeholder partnerships, labor unions, and research institutes.
Every year, ADB collects information on ADB-wide activities (including projects that ADB supports) that have elements of civil society participation. This information is used for the preparation of the annual ADB Cooperation with Civil Society Report.
This questionnaire aims to help ADB to better understand how civil society groups are engaged or involved in ADB-assisted projects and assess PMU training needs in order to integrate/strengthen civil society engagement in projects to help further improve project effectiveness and inclusiveness.
