In June 2008, Viet Nam exported 200,000 tons of rice with the average rice export peak price at $1,005/ton . However, the majority of rice exported in the first six months of 2008 was delivered in March and April at lower prices , only 60-70 percent of the world record peak

mục đích bảo ứa an ninh lương thực không thích hợp bởi vì sản lượng gạo trong năm 2008 tiếp tục tăng và vượt quá tiêu thụ trong nước và với ba loại cây trồng hàng năm, nó chỉ mất ba tháng để phát triển một loại cây trồng ở Việt Nam.
Vì vậy, việc thực hiện lệnh cấm xuất khẩu từ ngày kết thúc tháng năm 2008 (Chỉ thị số 78 / TB -VPCP) đã có một tác động tiêu cực đến tổng lượng gạo xuất khẩu và hạn chế xuất khẩu gạo bởi vì nó có nghĩa là ngành đã bỏ lỡ kỷ lục giá cao. Trong tháng Năm và tháng Sáu, các doanh nghiệp trên thế giới và trong nước không thể ký hợp đồng mới do lệnh cấm xuất khẩu.
