OCC Regular Project Meeting
Provision if infrastructure data for initialisation
PMU acknowledges the fact that data provided by VNR so far are not in line with the TOR and the requirements of the OCC system.
Missing data for Package 2:
- Consistent type data for wagons
- Control digit for all wagons
- Infrastructure data
Infrastructure data have been received and forwarded to SMA for review. For the wagon data, Mr. Alexander will contract the VNR responsible.
MS3: Installation test lab, renovation
Renovation and upgrading rooms for NOCC and ROCC
The remaining renovation items will be carried out for Package 2
MS5: Software customisation & configuration
5a: Package I
Configuration and delivery of Package I including documentation
As-buil documents have been submitted. PMU feedback is pending. RCIC signature is pending for a subset of the documents.
MS6: OBU delivery
OBU delivery
The contractor shipped 14 new OBUs to Vietnam to replace the defected ones.
However, customs clearance is prevented by an open tax issue on the side of PMU.
ITD procurement team proposed another option. This will be clarified with Ms. Hoang Anh
MS7a: Training Package I
Status: Heavily delayed. The Employer issued a Change Request to involve the Railways Vocational School (RSV). The final decision on the cost estimation and the updated training concept is pending.
For user examination and certification the following roles shall be considered only: drivers, station masters, and section control.
MOT requires a MON on the budget. PMU will forward the draft for review.
MS8: Commissioning & Go Live
Creation of Maintenance Concept & Manual
The contractor submitted the document. The language of the 3rd party documents (by CISCO, HP, DELL, etc.) cannot be changed due to iegal implications.
PMU will help to explain this to the authorities if needed. IVU shall submit 3 hardcopies of the VN document.
Rearrangement of existing telephone system
Hasitec is working to combine the Cost Estimation of Hanoi and Danang. Since the coordination and agreement on the additional costs between all Involved stakeholders (Hasitec, IVU, PMU, MOT) is expected to become a difficult and time consuming process, PMU will work toward intiating a tendering process to implement this change outside of the currently running project.
Installation of 379 OBU’s
Status: 332 OBU installation were accepted during SAT. The contractor is requested to finalize the installation of all remaining devices (Including 14 replaced OBU and the D20E problem).
For the D20E, VNA officially refused the approved solution to conect the OBU to the battery and proposes a 220 VAC power source instead, IVU shall issue a response letter to clarify the scope of the change request.
8a: Commissioning & Go Live Package I
Functional test by Super User
PMU is working together with VNR on the acceptance and commissioning approval of Package 1. The pre-commissioning statement (issued 31.5.2013) and report by the contractor have been received without objections. The testing is ongoing.
Other Items
Additional data centre air conditions (AC)
The additional AC have been installed. PMU requested the following additional information
1. Current situation and proposal (as mentioned at point 5 and 6 of the site record);
2. Installation solution (drawing of the new proposed position), the impact on the current power cable;
3. The general cost estimation.
Tax refund – Export of 1 defective OBUs
The export is blocked by a tax issue. PMU issued an according official letter to customs, However, so far the issue has not been solved.

EUR payment No.2
All hardcopies are in Hanoi now. The submission is planned within this week.
EUR payment No.3
The document preparation for payment no. 3 shall be started.
