a low-tide elevation is situated wholly orpartly at a distance not exceeding the breadth of the territorial sea from themainland or an island, the low-water line on that elevation may be used as thebaseline for measuring the breadth of the territorial sea. Where the elevation issituated beyond the limits of the territorial sea, it cannot be used for thepurposes of drawing baselines. Low-tide elevations are also often used in thedrawing of straight baselines.
