In my opinion it is never too early

In my opinion it is never too early for a child to start learning English. At this very young age, the child is able to absorb the language in much the same way as their mother tongue. I wouldn't expect your daughter to start speaking English at 15 months, but she will certainly be able to get used to the sounds of the language and understand some words and phrases.
I'm afraid I'm not able to say whether or not the particular programme you have found is a good one, although from what you have said, it sounds like the kind of activities you would expect for children of this age.
You don't mention whether parents can stay with the children during the class. For me, the main issue with a child this young would be if they are happy to stay on their own. Perhaps it is possible to do a few trial classes to see if it is suitable for your daughter.
