Bus safety is one of priority polices of local goververnment in HCMC. In order to understand the cause of bus accidents in HCMC, it is necessary to look at some current theoretical and practical perspectives on issues related to this phenomenon.
Bus safety has more concerned in recent years in the world due to the rise number of fatalities and injuries. In middle-income contries where bus service plays an important role to serve the demand of majority population in urban and sub-urban area. The high percentage of buse accidents compares to other vehicles is highligted in India, Nepal, Tanzania,and Zimbabwe (Pearce et al., 2000). In developed countries, like America and Europe where, bus transport is found a safe transportation mean, the number of injuries and fatalities is insignificant (Barua & Tay, 2010). According to Blower & Green (2010) shows that about 63,000 buses took traffic accidents and recorded 14,000 injuries and 325 deaths every year in America from 1999 to 2005. In Europe countries, about 20,000 buses are reseached in traffic collisions as a result of 30,000 injuries and 150 deaths every year (ECBOS, 2004).
Currently, researchers concentrates on finding risk elements related to bus accident and injury rates. In Bangladesh, risk elements for bus accident were studied such as weekday, time of day, traffic flow, traffic signal control, collision type and so on (Barua & Tay, 2010). In Thailand, a particular country has the same traffic condition like HCMC, is facing with traffic congestion, air polution and traffic accidents. Regarding to bus accidents in Thailand, Pichai & Opas (2005) indicated that the main factors affects bus accidents, includes the fault of bus driver, bus vehicle and traffic infrastructure in Thailand.
Hanoi city is also dominated by motorcycle in urban transportation (Khuat, 2006). According to Trinh, Tu.A & Trinh, Thuy.A (2007) indicates that the subsidized policies of authority to encourage the development public transport in Vietnam,Hanoi bus system got some advantages since the first few years operating, such as large revenue, high volume of ridership. However, bus service presently becomes one of most seriuos problem, unsafe mode of transport, more traffic congestion in few years. The government policy, bus driver behavior, poor transportation infrastructure and inadequate management system of the bus companies are causes of bus accident.
In summary, the lack of studying on bus accidents in HCMC due to unpublished data of bus accidents. This study will point out the current status of bus use in Hai Phong City.
